Pooling Wisdom to Support High-Quality Development in the Greater Bay Area

Alliance Overview

The development of the Guangdong-Hong Kong-Macao Greater Bay Areais a national strategy personally planned, deployed, and promoted by President Xi Jinping. The "Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area" clearly states the need to support enhanced cooperation among think tanks in the Mainland, Hong Kong, and Macao to provide intellectual support for the development of the Greater Bay Area. With the support of the Liaison Offices of the Central People’s Government in Hong Kong and Macao and the governments of the three regions, the China Guangdong–Hong Kong–Macao Greater Bay Area Think Tank Alliance (referred to as the "Think Tank Alliance") was officially established in June 2023.

The Think Tank Alliance brings together think tanks and research institutions from the Mainland, Hong Kong, and Macao. It serves as a high-level platform for exchange and cooperation, conducts major policy research, organizes high-end international forums, and fosters broad consensus across society. It plays a strategic advisory and bridging role, contributing intellectual strength to the construction of the Greater Bay Area.

The Think Tank Alliance is committed to promoting integration within the Greater Bay Area and advancing global cooperation and development. It aims to leverage its unique role to share the Greater Bay Area’s story with the world, amplify its voice, and collaborate with international think tanks to foster mutual benefits between China and the world, contributing intellectual strength to the just cause of peace and development for humanity.

Administration Department

Responsible for the daily administrative and logistical affairs of the Think Tank Alliance.
Develops various administrative systems, procedures, and workflows; implements execution.
Manages documentation including archives, correspondence, meeting minutes, and research materials.
Provides administrative support such as general clerical work, reception, meeting coordination, scheduling, and financial budgeting.
Assists with board meeting logistics and operations, offering efficient and professional support.
Coordinates and formulates the annual budget.
Reviews employee expenses, leave, and other applications.
Completes other tasks assigned by supervisors of the Think Tank Alliance.

Research Department

Closely monitors domestic and international policy trends; formulates topics and research plans.
Organizes and implements research initiatives across regions; manages data analysis and publications.
Prepares high-quality research reports to influence policy and strategic outcomes.
(Where applicable) proposes commissioned research or funding plans; builds external policy research capacity.
Organizes or participates in various academic seminars and forums.
Completes other tasks assigned by supervisors of the Think Tank Alliance.

Communication and Collaboration Development Department – Public Relations

Designs overall PR and branding strategies; includes website, WeChat public platform, newsletters, brochures, and printed materials.
Produces materials such as event videos, e-newsletters, brochures, and infographics.
Writes speeches, press releases, and promotional content.
Gathers and analyzes media, news, and event coverage; compiles case studies and content suggestions.
Completes other tasks assigned by supervisors of the Think Tank Alliance.

Communication and Collaboration Development Department – Public Relations

Plans and executes various public events based on the Alliance’s development goals.
Assists in organizing and managing exchanges and collaborations with think tanks, universities, research institutions, governments, businesses, and media.
Builds long-term cooperation platforms and networks to support fundraising and sustainable development.
Completes other tasks assigned by supervisors of the Think Tank Alliance.
